敏感性觀光資源利用的省思：以神話鳥（黑嘴端鳳頭燕鷗）為例
本研究聚焦極度瀕臨絕種野生動物非消耗性觀光政策的推行，此類觀光資源的特色有二，其一由於本屬之野生物種屬於稀有或瀕臨絕種物種，故對觀光客而言其觀光吸引力大；其二則是此屬物種在生態之分類上屬資源敏感性物種，易受觀光活動影響其族群數量。換言之，此屬物種之消費具有物種滅絕等不可逆之風險存在。因此，透過此等觀點，本研究以馬祖燕鷗保護區之黑嘴端鳳頭燕鷗為例，檢視現行主管單位對此等資源推行觀光之現況，並進一步由生態旅遊原始理念，反思政府對極度瀕臨絕種野生動物開放觀光政策之訂定，過程並可作為後續相關管理單位決策執行時之參考。
